format. The conversion process consists of scanning hardcopy
originals into TIFF Group IV image files, which are then distilled
to PDF image only format. This type of PDF file is an exact
replication of the original, so the PDF file is only as legible
as the source. Also, the document's text is not searchable,
and hyperlinks and bookmarks are not fully functional.
